Taking back the Grove
There's a "Take Back the Grove" meeting tomorrow, August 14 at 6 pm at Peacock Park (near the Glass House), organized by Tony Scornavacca, Jr. The main topic is Coconut Grove being incorporated as a city.

Some time back (two, three years?), the Village Council took a serious look at the de-annexation issue, with a focus on the legalities involved. I seem to recall that such a move requires a majority vote in both the de-annexing area (Coconut Grove) AND the "parent" entity (City of Miami), a totally unlikely possibility given the loss of property tax revenue to the City such a move would entail. Since the Grove is already part of an incorporated area, the process is substantially more complicated than incorporation of a previously unincorporated area, e.g., Key Biscayne or Pinecrest. Perhaps some conversation with one or more Council members would be informative and save a lot of aimless wheel-spinning and pointless pontification.
Not sure if the City of Miami needs to vote on the issue (if it does then we are really screwed). However, according to the Miami-Dade County Home Rule Charter, Section 6.05 directs that the a majority vote by the Board of County Commissioners is required.

That's how Coconut Grove became a part of Miami to begin with! There was an election -- all residents of the Grove and of the City of Miami could vote on whether or not to annex the Grove. Well, duh! The Grove residents voted "no" and the city people voted "yes" and it's been swallowed up ever since.
You really think you could convince the city to let go?
Also have to look at 6.04 of the County Charter in addition to 6.05.
6.04 is changing municipal boundaries; 6.05 is creating a new municipality. It's not as simple as lining people up and saying we want to run ourselves.
May have to break off of City, go through County, become own municipality, etc.
Do you really want to have to deal with all that a municipality has to deal with? Sewers, roads, libraries, schools, etc.?
Have someone find out if there is any provision under State law for a special district, like an historical district, that is self-determining within reasonable limits.
If not, get someone to slip something through the State Legislature empowering such a special area.
Just a thought.......
Bottom line is: Grovites are fed up with getting screwed by the City of Miami which does not represent them and drains its resources in exchange for short changed services. Power to the people of Coconut Grove.
