Too little, too late
The Related Group is getting worried about the many law suits against their 300 Grove Bay project. They are trying to come up with solutions to shield Vizcaya from their monstrosity. Solution: Stop being greedy asses, go away. Aside from the people they pay off, no one wants The Related Group around.

Did someone at Related come up with the idea to recruit County Commissioner Souto to harass Vizcaya? Does anyone really think Alvah Chapman can be bought off?
How did Related get three commissioners to vote against the Grove?
