Why is a for-profit business operating in the park?

Neighbors are upset over the volleyball courts at Kennedy Park. Still.

You may remember that they were against adding the lights to the volleyball courts, now they are upset that a private for profit business, Phoenix Beach Volleyball Club is doing business at the volleyball courts. But I am assuming that most of the nighttime games are from leagues, not private classes. Right?

"Have you been by Kennedy Park recently?" I was asked by one of the neighbors. I hadn't been, so I didn't know what was up. He sent me this picture, lurking from the trees. I do have one question, why are jeeps parked in the park on the grass?

He went on, "Have you seen the installation next to the volleyball nets and the newly installed lights? Remember when the neighbors invited the commissioner's office to walk through the park to see how blighted it was? How they expressed concern for the possibility of installing lights for after sunset closing games, parking and noise? How they invited Ken Russell to meet with the neighbors at a house next to the park. How some of the neighbors met with Russell at his office?"

Vaguely.

"All these efforts were to fix up a lot of neglected facilities and equipment at Kennedy Park, to keep the hours from sunrise to sunset and don’t have late night volleyball games, parking issues and noise. Well apparently the concerns of the nearby neighbors was discounted in favor of a Grove resident that had a deal with Russell to run a business out of the park. How is it possible that an elected representative that professes to champion parks and green-space, and got elected campaigning with that premise, can vote to turn Melreese Golf Course into a Soccer Stadium and shopping mall and Kennedy Park from a nature park to a sports park?" he asked.

"How is it possible that an elected representative that professes to support our neighborhoods, disregards the desire of the neighbors that live (and pay hefty property taxes) near Kennedy Park? How is it possible that an elected representative supports one Grove resident to establish a Commercial Volleyball School in our Public Park at the expense and wishes of the surrounding neighbors?"

Ken says, "I haven't ever had conversations about private volleyball business with anyone. Anonymous quotes really should be backed up with something."
