Neighbors plan Thursday protest at City Hall

HOATA (Homeowners and Tenants Association) and the Ministerial Alliance in Village West have arranged a protest for Thursday, February 28 at City Hall called the "March on Miami City Hall."

The march starts at noon. The purpose is to get the attention of City Commissioners who are meeting that day. Residents, with flyers and posters are concerned about the NCDs. They would like the commissioners to pass the new NCDs (2 and 3) on the First Reading, which is part of the agenda that day.

The displacement of residents in the Grove's Bahamian area, Miami's oldest neighborhood, Village West, along with its loss of character and culture will be the specific target.  Many feel that the building code violates fair housing.

Dr. Marvin Dunn is expected to speak along with leaders from Little Havana. Little Haiti, Overtown and other areas which will be impacted by the decision of our commissioners.

Last month, the First Reading regarding the NCDs (Neighborhood Conservation Districts) was deferred. Residents spoke before the Commission and as is usually the case, they were ignored.

After the First Reading, the NCD's can be amended, NCD2 covers the Village West and NCD3 covers the rest of the Grove, with an overlay of Village West. A PDF of the proposed NCD changes  is at this link.

Neighbors are tired of non-stop, uncontrolled development, displacement of neighbors, destruction of trees and disregard for the laws. 

Two short sunshine meetings on the subject occurred before the meeting Thursday. Here is a video of one of the meetings.

The original colonies gained their independence & freedoms pointing cannon and rifle @ their enemies. It does relieve some pressure from our social melting pot by "marching on City Hall" but to no avail. Are you serious? In this context it will take the preverbal rocket scientist to comprehend these NCDs, NCD2, & NCD3. They're designed to confuse. If every Miami resident walked on Miami City Hall protesting them only about 2 percent of all Blacks, Whites, Spanish and Asians & perhaps a few Martians might slight grasp them. THEY hope and pray that's how we face them "Marching on City Hall". Use modern day cannon and rifle, use both a federal & state court and get this battle over with. Follow the paper & money trail of those lining you up to march in line to face off with Miami City Hall. You'll need real live bullets/lawyers for this face off. Jobie Steppe

Not that I agree that this is happening, but gripes with uncontrolled development, destruction of trees, and disregard for the laws are fair game. However "displacement of neighbors"? Give me a break. Property owners that want to sell their property should not be forced to have their properties devalued so that prices can be artificially deflated to make affordable housing available. Also, how can you with a straight face say that any tenant has the RIGHT to have private landlords offer cheap housing in the neighborhood of the tenant's choosing. Sure, I would love to live on Fisher Island, but, guess what: I CAN'T AFFORD IT, so I do not live there. This conversation has gone off the rails. The community should really be focusing on getting state, county, and municipal government to purchase land from private owners and build working class housing. Simply put, it is not fair to impose that requirement on private landowners.

First let's correct a few errors in the story. The proposal did not get a second, it was amended after not getting even one other commissioner to consider it. The proposed scaling back of new builds is based on what has been built from 2012 to the present, most in the last 3 years, is that the scale we really want? After a first reading comes a second reading. Passing the first reading will not make it easier to make changes to this badly flawed proposal. The increase in density being planned for T5 zoned ares is a 100% increase it would allow one additional floor/mezzanine that covers 100% seems like a floor to me.
