Chief Service Officer to speak at luncheon

As Chief Service Officer of the City of Miami, Dr. Hernandez coordinates volunteer initiatives on behalf of Mayor Tomas Regalado and synchronizes these efforts with the city’s strategic plan. Raul came to the U.S. from Cuba in 1980 as part of the Mariel boat lift. He has a medical doctor degree from the University of Havana. Since his arrival his work has been mainly focused on refugee resettlement and the immigration field. In 1980 he was named camp manager of the Unaccompanied Minors Program for “Mariel Cuban children” in Indiantown Gap, Pennsylvania. He later worked for HHS, and several non-profit agencies in the processing of Cuban Mariel arrivals in Fort Chaffee, Arkansas.
Dr. Hernandez worked for Migration and Refugee Services of the US Conference of Catholic Bishops managing nation-wide refugee programs from their offices in Fort Smith, Arkansas; Washington, DC, and New York City. During this time he also developed refugee mental health services, and was deployed several times to handle refugee emergencies in Haiti, the former Panama Canal Zone, the US Naval Base in Guantanamo, and South Florida.
In 1996 he collaborated with the Center for Applied Linguistics in the publication of a comprehensive manual titled “Cubans, their History and Culture”. He retired from MRS in 2007, but went to work as volunteer coordinator and resource manager of Catholic Charities' refugee program in Miami. In 2012 he became the Citizenship Coordinator of Catholic Legal Services of the Archdiocese of Miami where he worked until 2016.
