Interesting facts about the Block Parties
They studied the block parties and realized that they drew families early in the evening, from about 6 to 8 pm and after that, the party crowd showed up to eat, hang out and especially hear live music. Those were hopefully the big spenders for the evening.
When the bands stopped at 10:30 pm, the crowds left immediately, so they tried keeping the bands until 11:00 and that worked, the crowds stayed. And then they tried 11:30 and the crowds stayed.
There is a limit to how long outdoor music can be played (I think 11 pm is the actual cut off time), so it's an interesting dilemma that the BID and Commodore Plaza has, trying to juggle the families earlier and keeping the party crowd out later.
Perhaps if a bit of the Mad Hatter can mix in with the Snow Days and jumble in the best of the block parties, something new can emerge.

Is there no provision for any exception to that 11pm rule?
How then are the concerts at bayfront park compliant? I've been there, at large outdoor rock concerts well past 11pm.
I am confused -- did I read that there are to be no outdoor speakers after 7pm -- this was in reference to the top of the Mayfair.

Well, one way might be to encourage young people to stay in the Grove after dinner by actually giving the opportunity to stay late and not have to go elsewhere in Miami in order to stay out and have fun,
People will come to the Grove when the Grove collectively figures out the reality of what the people want and then provide it. Come on folks, it's not that complicated! The Grove is not the BID; the Grove is not Mark, the Grove is us collectively.
It seems as though the live bands were providing enough entertainment to hold the crowd. Quite possibly, another form of entertainment would do the same.
I would suggest a few separate acts up and down Commodore Plaza, similar to Mallory Square in Key West. There used to be a guy with acrobatic cats who was fantastic.
This might even be able to be done on the sidewalk without closing the street, although I think that permanently closing the street would result in the best possible attraction.
My family and I strolled the block party one early evening. lack of music, dimly lit street, and lack of activities for the kids was what prompted us to leave. So if all of these are improved, we would def go back, as I am sure lots of families will.
