A faster way to vote

According to an elections clerk, a voter can deliver a completed absentee ballot to the early voting site without having to wait in line, but you can only do this for your own ballot (bring ID). Other people's ballots have to be delivered to the Department of Elections.

Is this correct? The elections website and the instructions on the sample ballot say that absentee ballots can be mailed or submitted at the Elections dept. or its branch office. They say nothing about early voting sites.

I would hate to see a voters ballot lost or disallowed because of a misunderstanding like this.
