That huge limb was obviously rotten to the core and should have been cut long ago. When you see things like this, report them to the NET or parks department. They just might do the right thing.
That branch had been trimmed. Obviously by incompetent subcontractors unsupervised by City staff. They cut to the branch to the street line disregarding the rotted state of the limb.
