'Pop Up Plazas' is a downtown experiment
The Downtown Development Authority has turned parts of Biscayne into "pop up plazas" under the Metromover tracks. You can see the story and photos at the Herald here.
In New York City, large sections of Broadway and other areas have been turned into pedestrian areas, there are tables out in the middle of the street. The idea is to reduce traffic, but that's always been a thing in Manhattan, to lessen cars in the city.

the other thing that manhattan has that Miami doesnt have is a functioning public transit system that is actually helpful.
