Another house saved?

Neighbors in the South Grove have been working on setting up an Umbrella Neighborhood Association which is coordinating with area's Home Owners Associations. The new group will complement the existing groups, such as Grove2030. The new group’s primary focus is on getting the city to enforce the Neighborhood Conservation District code, particularly in regard to new development on existing single-family lots.

Abe, a neighbor sent this about a property which had had a waiver for Demolition:

"Update on 3945 Loquat: The tenant moved out last week and apparently the Owner is not moving forward with plans to demolish and subdivide into two new homes. His son will be moving into the house soon. Hopefully, we dodged a bullet here - nice Grove cottage and its tropical landscape to remain intact."

This along with the hopeful ruling on the house at Hardee and Braganza, which will keep it a one house plat, are making a dent in the greed that is permeating the Grove.

"The single family residential district is intended to protect  the low density residential and dominant tree canopy characteristics of Coconut Grove and prevent the intrusion of additional density” When developers violate this code they are taking existing homeowners’ property: the healthy sustainable grove environment we share with our neighbors.

The NCD prevents subdividing unless you get a warrant approved. I finally found this Warrant and would attach it but not sure where I could do that on this blog. However, the rules are strict and state that the neighbors have to notified and approve of the subdividing. So I don't understand the comment about 3945 Loquat wherein the writer said they dodged a bullet? I hope they were notified and had a chance to protest.
