People enjoy interacting with the Peacocks
One said that "children should be children" and that's what children do. Others felt that the whole purpose of art in public places is to interact with it. I may have to agree now. I can't say how many times I've seen that large bronze Hans Christian Anderson statue in Central Park in New York City with children crawling all over it and the statue almost seems like it's missing something when people are not interacting with it.
So the consensus is that the peacocks are there for people to enjoy, to sit on, to hook their dogs to, to be part of people's Grove experience. It all makes sense now. They are actually living art and they mean something to people. Guess it would be a sad thing if people just walked by and ignored them rather than adore them.
